Can recent files be deleted without being deleted from icloud

Can recent files be deleted without also being deleted from iCloud as I can’t install the recent update as I’ve no more room. It’s only files I have on my iCloud which I’ve paid for extra storage as I don’t keep a lot of photos etc on my phone. It seems to ne the updates that take more of the room
