Unable to update to Big Sur 11.6

I have been trying to update to Big Sur 11.6 but it keeps failing on a step where it is attempting to update the boot sector. I think its because my disk is encrypted but thats just a guess. I get prompted for the disk password, I enter it, then it reverts. :(

Is this your personal machine or a business machine bound to some MDM / Enterprise management?

On the T2 chip Mac I would at least look at Security settings....

This is not a common issue that I have heard upgrading the macOS, an encrypted drive hardly seems the cause.
