Macbook Pro not starting up

Hi i have a 2014 MacBook pro, the issue is that " i was having charing issues as it would only charge when it was turned off or closed, i was doing some research and found out how to do a diagnostic on it, which i did. this led me to find out that the charger was in correct as the mac uses a 60 or 85 watt charger and i was using a 45 watt charger. Now i have changed the battery and the charge both new. Now the mac isn't charging. when i connect the charger and press the power button the apple logo come up starts booting then shuts down, if i do it again i just hears the chime the screen lights up and shuts down again. if i disconnect the battery still behaves the same way. i tried reset smc and all those still nothing. What could be the issue?
