each time i try to open settings on iCloud settings - windows 10

To update - I have uninstalled all iCloud for windows items (bonjour, icloud for outlook, etc.
and then reinstalled. no changes)
to windows its running fine... NOT - The app is in the tray and appears to be running app - opens the icloud.com site.
The only thing that is not able to adress the settings. Each time failure code -
iCloud Migration upgrade to iCloud for windows 12.5 failed. Please reboot and try again (Error 101)
