Why is my edit button unavailable for the payment and shipping settings?

Aren't the buttons on the AppleID page gray to start? They only change blue once you have entered new information to be saved or applied. (Maybe I'm colorblind, or my memory's going. AppleIDs are disorienting and never work as they should. It's always broken and nothing is ever wrong with it.)
