If you are by chance using a current supported device like an iPhone 6s or newer then I recommend checking these out;

Restore your iPhone, iPad, or iPod to factory settings

Is your signature correct in that you are asking about an iPhone 3GS? A phone released in 2009?

I wouldn't have a clue what to advise on a phone that is now so old it pretty much belongs in a museum, to be honest. It's no longer supported, has an iOS version so out of date, that the vast majority of apps won't even run on the device.
