Does a iPad with 5G cellular service have the ability to support/enable a mobile hotspot (like a iPhone) and if so does the hotspot run at 5G speeds?

Other than ensuring that your Cellular plan allows tethering, Hotspot and the Cellular-radio bearer are completely independent of each other. If a 5G radio connection is not available, your iPad will fall-back to 4G (or even 3G).
