Hello Johnnyswife1127,

Thank you for using Apple Support Communities. Based on your post, your iPhone 8 has been attempting to download your Voice Memos for awhile now (over a year). We'll do our best to assist.

It sounds like you're trying to download these voice memos using iCloud, is that right?

Do you have access to the device they were created on?

If they are still trying to download from iCloud, something is likely blocking the connection to Apple's servers. If you're using a VPN or security software, we'd recommend to disable them and restart the device, as these may be blocking the connection: Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues

If you still have access to the original device, you can go to your iPhone 8 and open up Settings > [Your Name] > iCloud > Voice Memos and uncheck it. Then try to Restart your iPhone normally. Go back to Settings > [Your Name] > iCloud and check Voice Memos once again to try and reactivate the sync. We'd recommend to keep it connected to a known good working Wi-Fi network and power while it downloads those voice memos for you.

Helpful Resource: Use the Voice Memos app

Let us know if this helps to sort it out or not, take care!
