icloud didn't transfer all my photos to my new phone

It was taking awhile to get all the apps loaded and everytime i checked my photos, it progressively kept growing. I noticed that as i kept checking the photos, it eventually stopped at 64k (i have 180k photos in the cloud) i thought nothing of it and waiting until the next morning and all the apps seemed to be loaded and yet my photo album is stuck at 64k? Both phones have the same amount of storage and not to mention that when i got an ipad, all my photos seem to be there so my photos are backed up by icloud. what seems to be the issue?


Additionaly info:


old phone: iPhone 7 (256GB)

new phone: iPhone 13 Pro (256GB)

iCloud Plan: 2TB

iPad: 2021 Pro (128GB)

iPhone 13 Pro

Thank you for using Apple Support Communities. Based on your post, you've got a new iPhone 13 Pro (Congratulations!) and when you set it up, it hasn't transferred or synced all of your Photos. We'll do our best to assist.


If you're using iCloud to sync these photos, then we'd confirm the photos appear on the iCloud website: Sign in to iCloud

It sounds like they are on the iCloud website, since they sync fine with your iPad. It's always good to double check.


When syncing for the first time, it really depends on the amount of content it needs to sync at the network speed. We always recommend keeping the device connected to power and a known good working Wi-Fi network while its syncing.


Review the following for any help connecting to iCloud: If you can't connect or sign in to iCloud


We'd confirm you aren't using a VPN or security type software on either device: Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues


Since you have access to the original device, you can go to Settings > [Your Name] > iCloud and disable iCloud Photos. Then we'd Restart your iPhone and then go back to Settings > [Your Name] > iCloud and re-enable iCloud Photos to push the sync again. Keep it connected to power and that good network until it syncs all of your photos.
