Hello! I am so sorry, but I just changed my region and I can't download any app as it says "unable to process your request. please try again later" I added payment method, I don't know what's problem

For those vague error messages I would contact Apple and ask what is going on.

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
