Macbook cpu usage seems high, is it?

Hi my fathers newly bought MacBook Pro 2017 has reached a little higher cpu usage percentages I feel like and I was wondering if it was normal for a 2017 Mac or if I should be worried.

In activity monitor it says the following system cpu usage:

System: 15%

User: 15%

Idle: 70%

This is all while the Mac is almost completely idle, the temperatures on the different cpu thingys ranges from between 60-80 celsius and 140-175 Fahrenheit.

Is this in fact normal and I'm just worrying over nothing or is it a little weird?

Thank you so much for help!
