My sons iPhone 7plus won’t let him make a FaceTime call he doesn’t have cellular service we use wifi

Then it needs to be setup with an Apple ID, like you do with the iPad. People would need to FaceTime him using his Apple ID.

He is set up with an Apple ID. It just started acting up today.
