Missing Movie Purchase

I'm missing a movie purchase, both when I look at the TV app and my physical Apple TV. The one in question is Pirates of the Caribbean: At World's End. I bought it when the originally came out in 2007. After recent updates switched from everything being in iTunes to having the TV app it's now missing, but if I go to purchase it is gives me a warning that I've already bought them. How do I get this item to show on my Macbook, iPhone, and Apple TV? Every other one of my purchases shows just fine, except this one.

Apple clearly sees that I've bought this item, so I refuse to pay for it again.

P.S. - I've done all the basic troubleshooting steps. In addition to the Macs I've had for a few years, this problem is occurring on my Mac Mini I bought for my studio, for which I did a clean install of Big Sur, my iPhone 12 that I upgraded to in July, and the new Apple TV 4 that I recently got for my bedroom. Things like reauthorizing, reloading cache, or reinstalling are not going to be solutions here.

P.S.S. - I just went and looked at my 2007 Macbook, which still has iTunes since Lion is as high as it can go, and it's missing there as well.
