That is correct.
There are certain naviagation gestures that require ONLY finger gestures that ANY Pencil cannot initiate.

You have/need to realise that the Pencil’s main/primary use is for drawing and writing with device navigation as a secondary feature.
If every finger gesture could be done with an Pencil, such Pencil gestures could interfere with the Pencil’s primary function of drawing and writing on the iPad’s screen.
Downward/upward and side to side Pencil movements, in apps, could accidentally be interpreted as navigation actions, instesd of drawing and writing movements.
Most of iPadOS screen UI swiping gestures ARE finger gestures ONLY for this very reason.
You can turn on the Assistive Touch feature, which puts a small square on the screen that you could then tap on using your pencil to perform the gestures.
I did try that myself for a while and decided that just using my finger(s) makes more sense.
