FWIW, I have sensitive eyes and have turned down the default brightness level of the screens on iMacs, laptops, and my iPads for years now. Makes it much easier on my eyes. The only time I turn it up a bit is if I am in very bright sunshine/outdoors, but other than that, my screen is "muted". Colors aren't as stunningly "popping", but there is no strain.

All current iPads still use LCD/LED displays, so if you have issues with such displays, odds are any can or may cause you issues.

The issue has nothing to do with the operating system used. It is an issue some people have with LCD/LED displays. Some people may also have the issue with OLED displays, or even antiquated CRT displays.

But it is a display technology (and/or brightness, contrast, refresh rate) issue and has nothing to do with who makes the device or what OS it runs.

There is NO good answer to this, unfortunately.

If you are predisposed to eye strain from tablet and computer screens, then there is really no good solution for you.

Do you wear special prescription glasses or contacts that are designed to be worn by peple who regualrly work in front of computer screens on a regular basis?

To my mind, the bigger the screen, the lesser the eye strain, but brightness of the screen can, also, be a factor, in eye strain, as well.
