My daughter turned 13 10 days ago and I have still issue to add Apple Pay debit card
Is there anyone that knows how to fix it?

The age at which a child account can use Apple Pay is going to vary by country or region. You’ll find the age broken down by region in the asterisk of the following article Leave Family Sharing, as a child account cannot enable Apple Pay until they can voluntarily leave a Family Sharing group.
14 or older in Austria, Bulgaria, Cyprus, Italy, Lithuania, and Spain.
15 or older in Czech Republic, France, and Greece.
16 or older in Brazil, Croatia, Germany, Hungary, Ireland, Kosovo, Liechtenstein, Luxembourg, Netherlands, Poland, Portugal, Romania, Singapore, Slovakia, and Slovenia.
13 or older in all other countries.
