Key Repeat Preference Keeps Resetting on Its Own

Every time I open up or even restart my 2017 MacBook Pro with Big Sur 11.6, the keyboard key repeat system preference resets. I need key repeat to be completely off, but it keeps turning itself back on, making it nearly impossible to type.


This is what I change the setting to:


And this is what it keeps reverting back to:


I’ve tried booting up my MacBook in safe mode, and the problem persists. I’ve tried booting again regularly, and the problem persists. I’ve run First Aid through Disk Utility, and the problem persists. I’ve reset the MacBook to factory settings, and the problem persists. I’ve tried reinstalling the macOS, and the problem still persists.


This seems to be a bug within the Big Sur OS, as I've found several others on the internet experiencing the exact same issue without a solution:
