I have my IPad plugged into the USB of my PC tower, I turned on the towers power, but the IPad is saying in the upper right screen (next to the almost drained battery) “Not Charging”. Why doesn’t it charge while connected to my PC.

Troubleshooting generally requires substitution of the Power Adapter and cable for another known-good item.
