Issues with Apple Wallet and Health

First, I live in one of the participating states to add my driver's license in wallet, but I don't have that option with IOS 15 or 15.1, and I don't understand why. I also don't have the option to add my COVID immunization record to wallet and health, which was supposed to be part of the 15.1 update. . Essentially everything in wallet looks the same as it did - I can add a debit or credit card or a transit card (the latter of which I don't use/need). Why are these new options not available to everyone with the most recent update? I don't get it. Will I ever have these capabilities? It's very frustrating. New features are great, but only if you actually get them.

If you review the "Wallet" section, it does show ID in Wallet and that it's coming soon. Exact date isn't listed, but it does state "Available late 2021". As for information on how to add your COVID-19 vaccination information, check out the link below:
