today i talked half an hour with the apple support. It's definitely not a bug, apple don’t want to show all of the significant locations to the user. The changed it it from ios 14 to 15.
but the very nice woman told me, if there are enough people, giving feedback on

maybe they will bring back the “feature”.
in my opinion, apple doesn’t know, that the user are using this hidden feature for work or for covid-contact tracking.

Yesterday, I was recommended from tech support to do the following: “Can you please try network reset and then try checking the history :- Go to Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.”
After doing this step, I cleared my significant locations history. Then I rebooted my phone. Approximately 5.5 hours later, the first record appeared.
Hopefully this works for you as well.

I absolutely understand that you'd like to see the data. However, right now, Apple isn't offering that as an option. Make sure you submit feedback to them. The more people who submit feedback, the more likely Apple is to pay attention.
In another thread on the same subject, someone mentioned an app called "Life Cycle" that give them the information that they needed. Might be worth taking a look at.

If you have a MacBook (or any iOS device I am assuming) connected to the same iCloud account, you can go to System Preferences > Security and Privacy > Location Services > scroll to System Services > click “Details…” > Significant Locations, and it’ll show you all of your recorded past locations.

We want to help address your concern with significant locations not showing.
Go ahead and reference the page here to Delete significant locations on iPhone restart the iPhone and try waiting 24 hours to see if it populates.
Control the location information you share on iPhone with the settings mentioned here.
Making changes there may allow significant locations to work again.

Apple has removed truncated the information available here. They need to provide the option to bring it back.
No fix apple changed significant location feature and need complaints to address the issue.
I feel your frustrations. I would consider Google maps’ alternative, but I simply cannot bring myself to giving Google permissions to ALWAYS track my location (which I’m sure they are doing anyhow).
And, as of this writing, the bug has returned no longer giving me access to my locations. I’m looking forward to the day this issue is fixed also.
iPhone 12 w/OS 15.1.1 Significant Locations SUMMARY shows 94 locations (2 month date range), but RECENT RECORDS only displays my last location. (the only other option available on this screen is "Clear History"). How do I see the rest?
Hmm. I think there-in lies the disconnect, possibly. While I have 94 records under my iPhone's summary, I am showing 0 records on my MacBook. I'll attempt to do some sleuthing but I bet the issue is tied to having 2 devices sharing one iCloud account and the 2 not being able to prioritize and properly categorize which device is located where. Thanks for shining a light in this direction.
This is not unexpected from Apple. My suggestion then is for all affected users to shut down this part of their settings. Basically, we are allowing Apple to track us, without being allowed access to the tracking data. I will be shutting it off as soon as I finish posting this message. Maybe, (likely not), once the service has been restored, I may again allow this part of their location services.
It would most certainly be useful to me, if it worked. It says I have 88 location records, but only shows me one… and that location is my home… REAL useful, in case I ever forget where I live. It must think I’m Apple, so it won’t let me see it 😂

But the purpose isn't to show you where you've been. It's to, for example, provide better suggestions in the "location" field in Calendar when you're creating an appointment. It's to provide better data to the Apple apps that use location services.
Yes, I get that people were using the data directly. But that wasn't why the phone was collecting it.
I see only 3 of 181 records noted on the summary line.
Please confirm you really want me to “clear history “ and reboot? Seems clearing will purge/delete the records.
Can confirm that purging the record, restarting, and waiting 24 hours is not effective.
