Syncing folders with iCloud Drive

I have a folder on my MacBook in /Users/(my name)/Library and I need it to be in that exact location but I want it to be backed up to iCloud as if it were on my desktop. Is there any way to do this?

Files missing from certain folders in my icloud backup as well as my macBook. Some of the folders backed up to my icloud drive are now empty both on multiple computers as well as in the icloud. Cant tell how or why this happened but I need to get these files back. From reading this forum this seemed to have happened to others also and i have seen comments by people who managed to get their files back after similar problems but not clear how they did it.
