How to open files in iCloud

When I go to I cloud and look up per resume, the icon for resume is translucent on the screen and can not open the file

Try to open the file using Files App.

I cannot open files in the “iCloud synchronisation file” format." That's my problem... So many of my files are now, apparently, in iCloud synchronisation format but the original files cannot be opened : examples: The document “FILE-NAME.mp4” could not be opened. QuickTime Player cannot open files in the “iCloud synchronisation file” format. The document “FILE-NAME.key” could not be opened. Keynote cannot open files in the “iCloud synchronisation file” format. Please help! Urgent. How do I fix this issue?
