Can't rate apps

I wanted to rate a app I liked, and it said it submitted, but when I reloaded, it disappeared! The counter of ratings didn't go up either! What happened? Was I banned from writing reviews or something?

App reviews submitted to the Apple App Store typically take 24-48hrs before they are visible.
