iCloud picture won't update on iCloud.com
Every time I attempt to change the picture on icloud.com, it buffers and the shows a profile picture from many years ago. It appears correctly on settings of my iPhone.

Thanks for reaching out through the Apple Support Communities about that behavior with your profile photo on the iCloud website.
Does that persist if you attempt to set a different photo that you haven't tried before as your profile photo?
Have you had the opportunity to try that process in another web browser?
How about using a different computer or device?
Hopefully those details will help to further isolate this behavior.
