I just updated to ios15.1 and noticed the photos in my camera roll are blurry. When I select the photo, it is clear and looks normal again. I don't use iCloud so I know it's not the optimisation settings. Does anyone else have this issue?

No. I have not come across this. But, I did, I would report this to Apple. You should consider doing the same...
Report this to Apple:
Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.
