Why do windows have a noticeable gap at the bottom?

As you can see, there is a small gap that can be pulled down, and it isn't. It bothers me so much to the point where I had to ask this question.

If you were to pull it down, it would be so much nicer and nobody would be able to notice it.

Here's what it looks like when the tab is pulled down. Isn't that much cleaner?

I expect if you pull it down and save it, it will show up at "full size" the next time you edit it.

¿Can you edit the default stationery files so that they are the larger, pulled down size you prefer?
