Can multitasking be turned off in iPadOS 15?

Is it possible to turn off multitasking in iPadOS 15? In 14 there was an option to do so under Home Screen & Dock, but that seems to be gone in 15.

I manage many iPads at an elementary school. Our younger students were constantly making Safari a Slide-over app by accident, but then didn't know how to get it back to full screen. Safari gets used constantly to sign in to Clever (which doesn't display correctly in Slide-over) so it created a major headache. Turning off multitasking fixed the issue, but I can't find that option in iPadOS 15. I'm hoping that it hasn't been removed completely since it is so valuable to teachers.

Thank you for your reply, sberman.

Our teachers use guided access on occasion, but it does not work for this situation. The students scan their QR code with Clever which then opens a Safari window. Since guided access locks them to one app we cannot use it with Clever.

I'm honestly not sure how the students manage to accidentally put Safari into slide-over, but it was happening constantly before. For now I think we will stick to iPadOS 14. It is nice that Apple is allowing users to choose to stay on 14, and providing security updates.
