You cannot install color profiles into the read-only protected System ColorSync Profiles folder, but you can put that ITU profile in a local Library ColorSync Profiles location, and the ColorSync utility will find it there and list it among other System profiles.
The profile should be intended for Mac and must have the .icc extension on the filename. Click the Desktop to wake up the Finder, and then press shift+cmd+G to open the Go To Folder panel. Copy/Paste the following path content into that dialog and click GO.
~/Library/ColorSync
This will open a new Finder window on your local Library's ColorSync folder. If there is already a Profiles sub-folder present, then drag and drop your ITU color profile into it. If no Profiles folder is present, then right-click in that Finder window and choose New Folder from the contextual menu. Name it Profiles (using that case). Now, drag and drop the ITU profile into the Profiles folder, and close the Finder window.
Now, when you launch the ColorSync Utility, the new ITU profile should appear when you click the Profiles toolbar icon of the ColorSync Utility.
