Can I buy the Pro App Bundle for education in apple.com (US) to reedem in my account (Mexico)?

Because in apple.com/mx isn't available, I contacted the support and they said me the bundle is conditioned to buy a new device

You cannot. you need an American account that is verified with an education institution in the U.S to buy the bundle.
