I am using high sierra 10.13.6 on my 2104-2015 MacBook pro. I am also using an iPhone 7 version 14.8. Sometime during the last update (i think) on the iPhone, I can no longer use Messages to send text from my laptop, I can receive. I use this all day long. HELP!

Please take a look at the following article and make sure that both Text Message Forwarding is set up and also that your phone number and Apple ID are listed in Messages Preferences on your Mac.
If you can’t send or receive messages on your Mac
Add or remove your phone number in Messages or FaceTime
