Why can I not pair my iPhone XR to my iPad.

I’m running IOS 14.8 on the iPhone XR. The iPad Is running IOS 14.8 and is brand new 9th generation. When I try to pair the two my phone says the iPad is not supported.

You cannot Bluetooth pair any iOS/iPadOS devices together for security reasons.
