It probably isn't the Synology but just remember that there are different services which must be enabled for Time Machine vs Finder discoverability.
Often on an OS upgrade, I have to go into the Synology and ensure that the timeshare permissions are enabled for the MacOS account. And sometimes Synology packages are updated and the Time Machine services are not auto re-enabled.

I have two Qnap network drives and ™ does not show it is an available but I can mout it in Finder.
Although restarting the Synology seemed counterintuitive, it yielded surprising results: my mac notified me that it was no longer available for time machine backups. As expected, after the reboot, nothing changed. I can still mount in finder, and it still is not found in time machine. Just in case it was a permissions issue (why they would change, I don't know, but anything is possible), I dragged and dropped a file to the Synology via the finder mount. So, pretty sure it's not at Synology's end.
What is the network drive served from?
I host mine from a Mac Mini M1 and it is still findable by Time Machine on my MacBook Pro.
Network drive is a Synology. It is up to date. Again, mac finder still finds and mounts drive. No access issues except in Time Machine. This worked fine until Monterey upgrade.
My M1 MBAir running Monterey is successfully using my Synology for Time Machine backups.
Did you try rebooting your Synology and ensuring that the appropriate services and permissions are enabled?
I checked all my settings in the Synology and it seems afp was not enabled, so you were right! Problem solved. Thanks. =)
