Ignore what you read on the internet. That’s just marketing. Free up another 65 GB of storage and try again.
That 35 GB may not be enough for the decompression of that 12+GB installer, and any temporary storage used during the installation. Xcode 13.1 now requires macOS 11.3 or later.

You don't want to try Xcode without a big and fast SSD. Even if you manage to download and install it, what are you going to do with it while running out of disk space every other day?
You mean an external drive? I'm not sure. In theory, any app can run from an external drive. But Xcode is special in many ways.
Still, I'm not sure what the big deal here is. Xcode is a professional tool. It is going to take a very long time just to expand the archive on an external drive. When the new MacBook Pros came out the other day, one of the first benchmarks people ran on it was to see how quickly the new, super-fast SSD can extract the Xcode archive.
Do you have a computer that can run Xcode reasonably? Is it 2017 or newer with an internal SSD and 16 GB RAM? If so, make the storage available. You need 100 GB. Otherwise, buy a new computer.

Is there a way to install Xcode and run it on a hard drive? Or ssd?
