When I go to upgrade my storage I get an error message saying it could not be updated at this time please try again later in settings. I keep getting this what can I do? I’ve also restarted phone.

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a forced restart.
Reset Device. -
If necessary
Hard reset. -
Do a backup and try a factory reset. Then restore from your backup.
Restore - If you see an error when you update or restore your iPhone, iPad, or iPod. *
Backup - Restore your device from an iCloud or iTunes backup. *
I’ve sorted the problem now, I logged in and out of Apple ID which worked

Thanks, I have tried on WiFi and 4G. I can’t hard reset as I will loose all data hence needing to upgrade as I need more storage to do a backup so I will loose all my data that isn’t backed up.
