If you read the tech specs for your iPhone, you will see that Khmer is not yet on the list of Language Support:

To ask Apple to add it, go to
There is, however, a Khmer keyboard, which you can activate under settings.
Go to
Settings -> Language & Region -> Other Languages…
and scroll down until you find Khmer.
Unfortunately selecting something in "other languages" doesn't really do anything much. Only those listed under Language Support have interface translations.
