They turn on automatically when you put them into your ears:
Connect and use your AirPods and AirPods Pro
If you are referring to charge level pop-up on the phone screen, that can be hit-or-miss. Make sure that your phone is on, put the AirPods into the case and open the cover. It can take a few seconds.
