iPad photos through iCloud different that iPhone

I recently decided to deleted about 2000 photos in my iCloud from my iPad. Old work photos, memes, etc. After I deleted these, I used delete all from the recently deleted folder on the iPad. Also want to add that these photos were not originally captured on this the iPad I used to delete them, but it is selected to connect to my iCloud photos in settings.


I noticed that I now have ~3500 photos on my iPad and about 5500 photos on my iPhone with none of the 2000 photos I had deleted being affected on the phone. Those memes and work photos are still on my current iPhone, also not the original phone they were taken with.


New photos taken from my current iPhone no longer update/appear on my iPad photo app. I have tried to turn off and on iCloud syncing from my iPad settings and removing all iCloud photos and restoring after a few hours and power cycling the iPad. Now, when my iPad photos re-sync, I still only get the near 3500 photos to reappear and no new photos from my phone with show up on the iPad. I see that about 300 photos taken in the last two weeks before I did this deleting old photos while after I unsync iCloud as well, but now I cannot figure out if I need to factory reset, or if there is something I have overlooked.


Thoughts?
