how can I retrieve data from a completely unresponsive phone?

You can’t retrieve data from a dead phone. Hopefully you used at least one of the several available ways (some of them completely automatic) to back up and/or sync your phone. If you didn’t it’s all gone.

The iPhone X has an IP67 water rating, which can wear out overtime. As much as possible, I try not to test the water rating, just in case there is an issue with the phone.
