how can I retrieve data from a completely unresponsive phone?

You can’t retrieve data from a dead phone. Hopefully you used at least one of the several available ways (some of them completely automatic) to back up and/or sync your phone. If you didn’t it’s all gone.

It says you have an iPhone XR. Is that the frozen phone? Or are you trying to move data from an older phone? And, if so, it the older phone an iPhone?
I have the iPhone X. It went for a swim in the ocean last weekend. Black screen ever since. Hoping to retrieve my data. ??
If black screen, then honestly I’d say there’s nothing you can do. Very sorry, I am sympathetic since I had a similar situation.
