Child still receiving text messages and phone calls from numbers NOT in her contacts list! Please HELP!

My child is still receiving phone calls and text messages from numbers NOT in her contacts list! Some are spam calls but some are straight up asking for pictures and she TEN! She's only had the watch/phone for less than a month. We set up screen time and restricted it to only contacts but we're at a loss. We thought Apple Family was going to give us more peace of mind but some of the things she's received have been horrific. Any help would be greatly appreciated!
