I have had that same problem since November 5. I tried it from different browsers and even from Safari on my iPhone. The next day I went to a friend's house and tried to do that from her computer and from my iPhone as well, and the error continued. Curiously, I deactivate my Wi-Fi network on my device and leave the mobile data active and what do you think? The files (any) were uploaded without any problem with my mobile data. Then when trying to do this with Wi-Fi (again) the magic of uploading files disappeared. I contacted Apple technical support and they could not give me an answer for what was happening. Search on my own. I found that it is not an Apple related error but an internet provider related error. YES! I have internet service from COX and my friend who I visited when this happened also has this internet provider and that's why I couldn't upload files using her Wi-Fi network either. To corroborate my discovery, I used my device as a mobile hotspot (internet sharing) to my PC and the files were uploaded without any problem. So I came to the conclusion that it is a failure in the wireless networks of certain Internet providers but I do not know if this is happening beyond COX since this was the only network that I tried to upload files since where I live this is the most popular Internet provider but I can say that it is a problem of the Internet providers. My sister who lives in Europe tried to do this with my Apple ID and she had no problem uploading files. This is happening precisely with the file upload from iCloud Drive - Web and you could also notice this problem when you tried to use the "Advanced" tool to recover files, contacts, calendars and reminders etc. The "Restore Files" tool gave this error: "There was a problem loading restorable files. Please try again later".

The last few posts led me to a solution for me. So, thank you!
The discussion of trusting the browser made me think of Firefox's tracking protection. The settings say that I'm blocking tracking content only in Private Windows. But when I loaded the iCloud page I checked the security shield next to the url and sure enough it said I was blocking trackers for iCloud. I made iCloud an exeption and now I can upload files in the browser again.
All this time wasted and I could have fixed it. I'm ashamed!
iCloud for Windows has an upload icon now. You have to use it instead of the old drag-and-drop. I am using Chrome and W10, just for reference.
I’ll have to try the WiFi trick and see if it makes any difference for me.
I was however able to resolve my issue by installing the iCloud app for Windows. Windows will recognize iCloud Files in Windows Explorer, the way it does for One Drive. I was able to drag and drop my files that way.
This was happening to me as well. The fix is easy:-). All you have to do is click any folder on your desktop. When the folder opens you will see a menu in its left margin. Select the iCloud icon and it will show all of your iCloud folders. Just drag and drop what you'd like into the "small" folders in the left margin menu. Works like a charm.
Resolution (apparently).
I've a HP PC with Windows 10 in one location that has had no problem with file uploads.
I've a HP Laptop with Windows 10 Pro at another location (different service provider) which has consistently not been able to upload files to iCloud. Furthermore, I was not able to download iCloud for Windows to the laptop - the download interface would hang forever.
As a habit, I don't 'Trust' the browser when I login to iCloud.
So, I logged out and in to iCloud on the laptop and trusted the browser. File uploads worked just fine after that.
I have a Windows 11 PC and I was able to resolve this issue by downloading the iCloud for Windows app. Once the app was installed, I was able to drag and drop files using 'File Explorer.'

I had this problem too. The fix on my PC was to open up Properties of my WiFi connection and change the Network Profile from "Public" to "Private". Then I was able up upload files to my iCloud drive.
I've also been having this issue since November (ugh!) but I just tried signing out of my browser (chrome) and signing back in while Trusting the browser, and magically I can now upload files to my icloud drive account again.
Unbelievable.
THIS IS NOT A FIX, just a TRICK
Along with the files (for which you are getting the specified error) select an extra file which you are able to upload without any error.
So, one valid file with remaining files which you want would let you upload everything what you need.
Then you can delete the unwanted extra file.
This worked for me as a temporary trick.
Same thing with me. I wasn't able to upload any type of file from my Windows PC into my iCloud Drive until I switch my home wifi to my mobile data Personal Hotspot internet connection. I have two home internet providers and neither one of them could let my files go to iCloud uploading using my web browser. Using internet connection from my mobile, I was able to upload anything I wanted. I haven't tried using iCloud Drive for Windows. Maybe it is an option if you do not want to waste your mobile data.
I also temporarily disabled my Total Security monitoring software to upload the files.
I have also had this problem for weeks now. But I have been able to get around it by using a VPN.
Which is only convenient for me because I already pay for one, and I have no idea why it works, maybe be its being blocked at the ISP level maybe by a setting in the os. I'm using kubuntu linux and firefox by the way.
I can confirm this is a problem on macOS Catalina with Safari, hard-wired to the internet. It doesn't matter, WiFi / no WiFi. Apple's iCloud has been broken for some time now. Uploading files from any device, be it a computer or iPhone / iPad, you will see the above mentioned error. It's not an ISP problem --- it's on Apple's own network. I switched to Google Drive, since Apple Support doesn't acknowledge this to be a problem. I suggest you do the same.
