I use a Mac, so this is mostly a Mac fix. Maybe it will work with Windows.
First I have to be sure I’m connected to my cloud account. Then all I do is double click any folder on my desktop. Then a column of small icons appears in a new window (see picture below). Then you just click on the iCloud icon and a list of all your iCloud folders appears. Then you simply drag the documents from your desktop into the desired cloud folders l.
I hope this works for you, even though you’re using windows.
I also temporarily disabled my Total Security monitoring software to upload the files.
Yes, the issues are still trying my patience. To add insult to injury, I am now having sync
issues with contacts and pictures. It appears moving over/on looks to be the palatable
solution, also.
As a temporary solution, I upload documents to Google drive and move them to iCloud through Files app on my iOS devices...
I have a hard wired network and still get the same error. My ISP is ATT.

I am experiencing this problem as well. I tried to upload my files from a mac and also from a pc. Nothing works. How can I upload files to my icloud?

Why am I not surprised. This is really frustrating paying for a service that I cannot use.
This isn't a solution for anyone. I will now be cancelling my iCloud subscription because there's no longer a point in paying for extra space if I can't use it.

Apple is not even replying. Uploads through the browser are broken and nothing is being done about

Exactly. The fact that they won't even acknowledge the many complaints shows the company is going downhill fast.
