Cannot Download Files on iCloud in Monterey

I am running Monterey (12.0.1) on an M1 Mac mini. In the Finder I can see all my files stored on iCloud, however, many are not downloaded to my local drive. My problem is that I cannot get any of them to download so I can work on them. They show a progress bar and download arrow, but they never progress after hours of trying. Most are small files at less than 50kb so they should download quickly. (I have over 50GB of free storage locally.)

I never had this issue with Big Sur and can still access them on my iPhone and iPad.

Is there anything I can do to force Monterey to download my iCloud files?
