Can't Download Files in Safari

I get the following error message: Safari could not download the file because the disk doesn't have enough free space. My 2019 MBP with Big Sur has 92% of the disk free as per iStatistica and Disk Utility. Any one with a fix? Thanks in advance.

Fixed! had to use the recovery mode to re download Big Sur. Now Safari downloads files with now error message about disk full.
