iPhone 13 mini Screen Stutters when Scrolling

My wife and I both got iPhone 13 minis when they came out. I noticed that when I scroll slowly that sometime the screen stutters rather than a smooth scroll. Short little flicks can make it occur but no always but Usually apps with pictures scrolling like amazon prime and Apple Music. I contacted Apple support and they want me to send the phone back but I found my wife’s phone does it as well. This is even after iOS updates now at 15.1. I want to make sure this has been reported as a HW problem and not a know SW issue as I have to send off these phones back to Apple.
