Internet Recovery error -1008F

What does this error mean when attempting Internet Recovery?

it means you have no internet connection or an inadequate internet connection. to resolve this you should connect the mac directly to the router with a wired ethernet connection. if that is not possible, you should move the mac as close to the router as you can and also temporarily disconnect all your other devices from the wi-fi before attempting recovery again. you want as much bandwidth running to the mac as you can get.
