Cannot review account setting

When i want to download an app from the app store i get a prompt to sign in to my account., and when i enter my password it shows "This Apple ID has not yet been used with the App Store." so i press review after this it keeps asking my password keep showing me this prompt and I can't get of this loop... could anyone help me out here?

Open the Music app. Select iTunes Store. Select Account in the Music Quick Links on the right side of the store window. You may have to log in with your Apple ID. Add a payment method to Manage Payments in your account details.

Have seen no previous reference to a list. False information was meant to refer to the 1. That one could download apps. from the App. store (without advice that this only applied in special cases and 2. that "reviewing" was a required step and a box requiring ID/Pw appearing and thus apparently the means of reviewing; it seems many people have wasted many hours repeating the Loop before realizing it was an endless loop. I should be writing this to Apple; only responded to mention that the "work around" didn't work in my case. Have commenced the deletion of my ID process (up to 7 days) will look closely at next sign up - maybe there is a clause/warning about needing to enter various details if ID is to be used for Apps. etc.

Just tried this; got "We've run into a problem..... Why does Apple leave false information up for years i.e. that you log into the App. store and get an App or that you can "review" your account?
