Since I updated my Macbook to the macOS Monterey my toolbar turned black. It is bothering me so much, because the difference between the black and light one is huge!
Only when I am on my homepage the toolbar is normal, but with every application I start it suddenly turns black. And I checked if I was on dark mode but that was not the case.
On the screenshot you can see what I mean.

This is the new look in Monterey for full screen apps—there is no user preferences to make a change.

When in full screen mode on my iMac18,3 I don't get a black menu bar:
Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
Open System Preferences > Accessibility > Display and check "Reduce Transparency".

I see I've confused you. :)
"Reduce Transparency" forces the menu bar to light when not in Full Screen, regardless of the Desktop background.
These two images are from my mac (both were taken in Light Mode).
The only difference is that I chose another desktop picture in each case.
the menubar changes colour depending on the chosen background. however when you are in full screen mode, the menubar goes black with white text. not sure why apple made this design choice.

Ok, but when not in full screen, you get to affect what color it is.
Incidentally, why is this such a big deal? It seems counterproductive to choose full screen while at the same time keeping the menu bar. It sort of defeats the purpose, IMHO (not that I use fullscreen that much, anyway).
i can reproduce the OP's issue. the menubar is appropriate colour when apps are not full screen.
but as soon as i enter full screen, the menubar goes black.
reducing transparency does not change this.
The way the menu displays is directly dependent on the chosen Desktop picture.
You can test this easily. Choose different images and see the menu bar change.

ahahaha yes it is actually about full screen, because the problem only occurs when in full screen

actually, yes that is correct. :) i made an assumption based on the OP's screenshot where he was using safari in full screen. my bad. :(
FWIW, I emailed a developer that wrote an app to change the menu bar behavior to pre-Monterey versions. However, it doesn't prevent the menu bar from turning black while in full screen. I asked if he could override that. Waiting to hear. :)

Yes. That was clear to everyone on the first page. Unless of course you enable "Reduce Transparency". Which was also already mentioned.
