Syncing Notes

iCloud in Settings:

Look in iCloud settings in each device, and make sure that Notes is clicked. If it is, then unclick it, and then click it again.

I lost the local changes on my device when I did this. Just be aware.

It did seem to fix my problem that MacOS Notes were not sync'ing (or very long delay).
