How to retrieve iVault pictures & how to find developer/app support?
As this app could not be found in app store also, don`t know how to contact the app developer.

I'm afraid your only solution is to find an old iPhone with an old version of iOS and restore your data to that phone. There are various grey market/adware-supported tools that may help. Then you can try to export whatever you have in some other format. Maybe search for people who have experienced this with one of the many "iPassword" apps.
Give up contacting the developer. You don't even know who the developer is. I just did a quick Google search for "iVault" and found at least a dozen, completely unrelated "iVault" apps. Which one do you have? Even if by some miracle you could find the exact "iVault" that you have, I can absolutely guarantee that you will never hear anything from the developer.
