My photos haven't been uploading to iCloud because of a storage issue, so I finally upgraded to the 200 GB plan. Over 400 of my photos still haven't uploaded and when I go into my settings it says I've still only used 45.6 GB of the 200 GB I have... A little frustrating. Why haven't my photos/videos uploaded to iCloud?

If we understand your post correctly, some of your photos have not yet uploaded to iCloud. We’d like to help.
Pause the upload and allow it to restart the following day. This will allow the upload to continue. Follow the steps in the "Pause library uploads to iCloud" section this article:
